Main purpose of the role

The University of Newcastle's Field Epidemiology in Action( FEiA) team is seeking to engage an enthusiastic consultant Project Support Officer to support the administration of the field epidemiology training programs (FETP) and Rapid Response Team (RRT) program in the National Department of Health (NDoH) in Papua New Guinea (PNG).

The Project Support Officer will work closely with the intermediate FETP, One Health frontline FETP and national RRT program coordinators, providing administration support to ensure successful delivery of these programs.

This is a full-time position based in the FETP office at the NDoH office in Waigani, Port Moresby. The successful applicant will be employed on a consultancy basis and will not be an employee of the University of Newcastle.

The initial contract will be for 12 months, with the possibility of extension. A three-month probation period will apply.

The remuneration will be commensurate to a Level 12 plus relevant allowances in the PNG public service.

Duties and responsibilities

  • Provide administrative and logistical support for the implementation of FETP (One Health Frontline & Intermediate) and RRT training programs within the PNG NDoH.

  • Assist in coordinating training schedules, workshops, and field exercises, ensuring smooth execution of program activities.

  • Provide administrative support for the organisation of technical meetings, coordination forums, and stakeholder briefings related to FETP and RRT activities.

  • Assist in drafting correspondence, reports, and meeting minutes.

  • Work with technical teams to track and maintain a database of FETP graduates, RRT members, and their deployment history.

  • Manage program logistics, including venue booking, travel arrangements, and procurement and printing of training materials.

  • Ensure proper financial documentation and compliance with project budgets, working closely with University of Newcastle staff on expenditure tracking.

  • Maintain organized records, training documents, and program-related files to ensure accessibility and accountability.

  • Maintain close collaboration with intermediate FETP, One Health frontline FETP and national RRT program coordinators through regular meetings.


Management

  • This role will be under the direct supervision of the Director of the Health Security Branch at the National Department of Health and the University of Newcastle Field Epidemiology in Action senior project manager.

  • The incumbent will support the intermediate FETP Program Coordinator, the One Health Frontline Program Coordinator, and the RRT Program Coordinator.

  • The Project Support Officer will be expected to collaborate closely with the World Health Organization (WHO) PNG, National Animal Quarantine Inspection Authority (NAQIA), Conservation Environment and Protection Agency (CEPA), other relevant NDoH and provincial stakeholders from across sectors as required.


Qualifications and experience

Essential criteria

  1. Evidence of prior experience in project management, preferably in the health sector

  2. Proficiency in the use of Microsoft Office products, including electronic file management skills

  3. Strong communication skills, including oral and written communications

  4. Ability to manage workloads with competing priorities

  5. Understanding of the health system structure within Papua New Guinea

Desirable criteria

  1. Experience in development of funding proposals
